midlevel buildings

I have circled two buildings/structures. Nr 1 should be the site where the peak tram station will be on Garden road in 1888. ? What kind of structure was that, as seen here circled at Nr 1 ?

As for Nr 2, would this be the place where the American Consulate would be built in the mid 1950s ?

I read once, that this building Nr 2 was called Gleneagles, where high-ranking personnel lived ?
