The road running across the upper right of this photo is Stubbs Road (now renamed Peak Road). It’s not clear enough to see the exact condition of the road, but plenty of fresh earth has been dumped on the slopes beneath it, indicating ongoing or recent construction. The 1921 PWD Report says that construction started in mid-1921 and by year end the Magazine Gap to Stewart Terrace part was “almost completed” (1). The 1922 Report says that the bit from Magazine Gap to Peak Church was “practically completed” (2). Both described sections include what is visible in the photo. I’d say the photo was probably taken in 1921, but it’d be safer to say either 1921 or 1922.
