As the Central Fire Station and Peninsula Hotel are visible, I think one may be looking at a photo date of between late 1920 and early 1930. Aerial photography in Hong Kong is mentioned here
I tried out the new map on this photo, using Moddsey's range of years. It highlighted the junction of Mody Road and Chatham Road as somewhere there had been changes. We can still see the shorter Lyeemoon Villas [1897-1930] standing on the north side of the junction, not the four-storey buildings that replaced them, dating this photo to the late 1920s. I've updated the title from 'early 1900s' to 'late 1920s'.
Agreed. Then the date is sometime between the completion of The Peninsula in 1927, and the extension of the Signal Hill Tower in 1928. I'll update the date from 1920s to c.1927.

Signal Hill
Though blurry, I think the tower on Signal Hill still has its flat roof and vertical rectangular windows.
